노인장기요양보험제도에 대한 노인복지관 이용 노인의 인식 및 서비스 이용의향 조사

Abstract

The purpose of this study was to examine the awareness of senior welfare center users about long-term care insurance for the elderly and their intention of using the services provided by the insurance. As for data collection and research design, data were gathered from August 4 to 23, 2008, and a descriptive research study was implemented. The subjects in this study were 204 senior citizens who used three different senior welfare centers in the region of Daegu. After a structured survey was conducted, SPSS/WIN 12.0 program was employed to analyze the collected data. A frequency analysis, t-test, ANOVA and Pearson Correlation Coefficient were utilized, and statistical data on mean and standard deviation were obtained. The major findings of the study were as follows: 1. Concerning general perception of the long-term care insurance, 65.2 percent of the senior citizens investigated had ever heard about that. 2. In terms of awareness of the services provided by the insurance and relevant policy, they got a mean of 2.57(0.70). 3. As to the importance of the roles of nurses and care protectors, 70.7 percent put emphasis on the roles of nurses, and 61.7 percent attached importance to the roles of care protectors. 4. Regarding relationship between general characteristics and awareness of the services and policy, age (F=7.73, p=0.001) and educational level (F=3.12, p=0.017) made a significant difference to that. 5. As for intention of using the insurance, 73.0 percent intended to use the insurance. 6. In relation to intention of using each of the services, visiting nursing service was most preferred, followed by visiting care service and visiting bathing service. In conclusion, the elderly people had heard a lot about the long-term care insurance, but they weren't well aware of the services offered by the insurance and its policy. Yet they had a strong intention to use the services. In the future, earlier studies that examined the awareness of elderly people about the insurance before its introduction should be reviewed, and whether there was any change in their awareness of it after its introduction should be investigated to determine how to spread awareness of it. In addition, the services of the insurance should be offered in a rational manner. This study is expected to make some contribution to bolstering the long-term care insurance for the elderly and facilitating the successful settlement of it.

본 연구는 노인장기요양보험제도에 대한 노인복지관 이용 노인의 인식 및 서비스 이용의향을 파악하기 위하여 실시하였다. 자료 수집 기간은 2008년 8월 4일부터 8월 23일까지 이루어졌으며, 연구 설계는 서술적 조사연구이다. 연구 대상은 대구지역 소재 3개 노인복지관의 65세 이상 노인 204명을 대상으로 하여 구조화된 설문지를 사용하여 조사하였다. 자료 분석은 SPSS/WIN 12.0 프로그램을 이용하여 빈도분석, 평균, 표준편차, t-test, ANOVA, Pearson Correlation Coefficient를 이용하여 분석하였다. 본 연구 결과를 요약하면 다음과 같다. 1. 노인장기요양보험제도의 일반적 인식에서는 노인장기요양보험제도에 대해 들은 경험의 경우 65.2%로 나타났다. 2. 노인장기요양보험제도의 서비스 및 정책내용 인식은 평균 2.57(0.70)로 나타났다. 3. 간호사 역할의 중요성은 ‘그렇다’가 70.7%로 나타났고, 요양사 역할의 중요성은 ‘그렇다’ 가 61.7%로 나타났다. 4. 일반적 특성에 따른 노인 장기요양보험제도의 서비스 및 정책내용 인식 차이는 나이(F=7.73, p=0.001), 교육정도(F=3.12, p=0.017)에서 유의한 차이가 있었다. 5. 노인장기요양보험제도의 일반적 이용의향에서 노인장기요양보험제도 이용의사는 ‘이용하겠다’가 73.0%의 비율을 보였다. 6. 노인장기요양보험제도의 서비스별 이용의향은 방문간호, 방문요양, 방문목욕의 순으로 나타났다. 결론적으로 노인장기요양보험제도를 들어 본 경험은 많았으나 서비스 및 정책내용 인식은 낮았으며, 서비스 이용의향 욕구는 높게 나타났다. 따라서 노인장기요양보험제도 도입 전의 선행 연구와 시행 초기의 노인장기요양보험제도 인식을 비교, 분석하여 인식을 높일 수 있는 방안을 찾고 합리적인 노인장기요양보험 서비스를 제공하여야 한다. 이를 통해 노인장기요양보험제도 활성화의 운용 방안을 모색하고 노인장기요양보험제도가 성공적으로 정착되기 위한 기초 자료로 활용할 수 있을 것이다.
